Will a glass railing block our ocean view?

No. Frameless tempered and laminated glass on a base shoe or standoff fittings meets guard code with no posts or top rail in the sightline, and low-iron glass avoids the green edge tint of standard glass. From inside the house, the railing effectively disappears — which, on a Peninsula lot, is the entire point.
